Domestic violence was a widespread and serious problem.
Human rights groups estimated that a large number of women were victims
of domestic violence at the hands of their husbands, in-laws, or
other relatives. According to the HRCP, one out of every two women
was the victim of mental or physical violence. The National Commission
on the Status of Women reported in 2001 that violence against women "has
been described as the most pervasive violation of human rights" in
the country, and it called for legislation clearly stating that domestic
violence against women is a criminal offense. Husbands were known
to kill their wives even for trivial offenses, and often newly married
women were abused and harassed by their in-laws.
